No, that is not any where near true. It seems google likes blogs, especially wordpress. Unless things have changed in the last, oh, 12 hours anyway.
Is it someone that designs sites that is saying this?

When people refer to Wordpress blogs they are sometimes referring to two different things.
First is a blog using WordPress software, available through Fantastico on cPanel hosting and from Wordpress.org (http://wordpress.org). There is no restriction on placing Adsense ads on these blogs, in fact a huge percentage of them have Adsense ads.
Second is a blog hosted on Wordpress.com (http://wordpress.com) This also uses the Wordpress.org blogging software, but the blog is hosted with Wordpress.com and will have a domain like yourblog.wordpress.com. These blogs, to the best of my knowledge, do not provide you with access to the coding that would allow you to place Adsense ads on the blog. However, I'm open to correction on this.

For Wordpress.com blogs, you have to pay an extra fee to edit the CSS. I believe it is $0.99 or something around that.
