PayPal will still charge the fees when you send the money, even if the recipient doesn't withdraw the money. PayPal charge me $0.30 + 2.9% of every transaction. So if you sent me $0.10, I personally would receive nothing.

few at a times ....when i received some money from few friends ....i received the amount they sent me (for example ...they sent me $4 and i received $4)

and few at a time ..i was charged $0.30 + 2.9%

according to paypal website
it is Free when the money comes from PayPal balance or bank account.

and
when the money comes from a debit or credit card or PayPal Credit they charge

2.9% + $0.30 USD

i guarantee u no charges will be deducted , i contacted with paypal, they deduct from business accounts , not from personal accounts,

thats the sense i got from their response!

You are wrong. according to Paypal's new rules, they deduct fees from both Business and Personal accounts even though the payment comes from your Paypal Balance or credit Card.

As far as i know,Paypal deducts 2.9% fee+30 cents when someone sends you the money as "goods" or "services" . There are no charges/fees when u receive it as a "personal" payment or as a "gift"

Well, I mean as a payment, not as Personal Transfer. But always sending or receiving amounts through Personal methods can lead one account to trouble.

You are correct on that.

Plus, you have also to take these Cross-Border fees (https://www.paypal.com/us/cgi-bin/webscr?dispatch=5885d80a13c0db1ffc45dc241d84e9538c 532da79baccf7c1009429e47706c4e) for payments made to users from other countries.

I'm still confused about your program. There is $2,50 payment through Paypal.
But you explain there are no charge so what about the $0,50 for?
