PayPal will still charge the fees when you send the money, even if the recipient doesn't withdraw the money. PayPal charge me $0.30 + 2.9% of every transaction. So if you sent me $0.10, I personally would receive nothing.

few at a times ....when i received some money from few friends ....i received the amount they sent me (for example ...they sent me $4 and i received $4)
and few at a time ..i was charged $0.30 + 2.9%
according to paypal website
it is Free when the money comes from PayPal balance or bank account.
and
when the money comes from a debit or credit card or PayPal Credit they charge
2.9% + $0.30 USD

i guarantee u no charges will be deducted , i contacted with paypal, they deduct from business accounts , not from personal accounts,
thats the sense i got from their response!

As far as i know,Paypal deducts 2.9% fee+30 cents when someone sends you the money as "goods" or "services" . There are no charges/fees when u receive it as a "personal" payment or as a "gift"

Well, I mean as a payment, not as Personal Transfer. But always sending or receiving amounts through Personal methods can lead one account to trouble.

You are correct on that.

i am sending and receiveing some 40$ daily , neither me nor the guys i am paying are charged .

I'm still confused about your program. There is $2,50 payment through Paypal.
But you explain there are no charge so what about the $0,50 for?

i am paying 35 guys daily for doing captcha works , and getting paid for various works too ,
neither i nor the guys i am paying are getting charged.
